Salesforce Integration Errors because of Country and State

We have been having tons of integration errors and after what seems like months of research, we've gotten some of them cleared up, but some are still occurring.  Basically, the errors are saying there is some issue with State or Country: "There's a problem with this country, even though it may appear correct. Please select a country from the list of valid countries.: Country" (and then similar for State)

 

What seems to be happening is if the State or Country is not filled in, Salesforce won't take it, or if the State doesn't match or isn't filled in, it just errors out.  I've gone through support several times, but the best solution they could come up with is to add a State to the picklist of "International," but this does me absolutely no good unless I manually go in and set it. I guess I could set an update rule to update the field if the state is blank and Country is not US.  But there has to be another way. I can't imagine I'm the only one that has ever had this problem?

 

Has anyone else ever had problems with the integration not working because of incomplete, or incorrect State or Country fields?
