Signature rules on landing pages?

I have a couple of questions about signature rules and layouts.

First, are signature rules always tied to Eloqua users?  If you have a system with hundreds or even a thousand-plus sales people where you want to use signature layouts, is it necessary to add all those sales people as users?  I know that Eloqua has made it possible to upload signature mappings in large quantities (see this page), but I'm not sure how that relates to Eloqua users.  And, if signature rules are always tied to users, is there a way to add new users in bulk?  I ask this in the context of an application that does not have a CRM integration.

Second, is it possible to use signature layouts or rules on landing pages, e.g. to show the name, address, and photo of a contact's sales person?
