Could Eloqua integrated with other Email Delivery Vendor?

I got an request that the client had use other Email Delivery Vendor and asked if eloqua could integrated with it? i presume the scenarios like Eloqua could design the campaign flow and email content, then leverage other Email delivery vendor to send it over to designate email address, then monitor the actions and response from the campaign.
